Terrible choice for a fg, unless you have a stash of French parts.

Sure parts are available. French headset is 3.5X typical standard HS, Velo Orange french BB (nice piece by the way) costs 5X what I pay for a basic, Shimano UN26 cartridge BB, and so on. If the HS is OK on the bike, you won't have to worry about that. Add cost of wheels, crankset, chain, rear cog, saddle, seat post.

A better choice financially is to start with a complete bike. Building up a frame is best for someone with an ample parts bin.

Please don't confuse ebay "asking" prices with "selling" prices. Many sellers never get their ask price. some are far from it. Value is determined once an item actually SELLS. Its easy enough to check SOLD prices.
