It's ratty but really a great score. Your purchase looks like one of the mid-70s PY 10s hand built to special order in Peugeot's dedicated Prestige workshop which made all the factory team bikes and special custom builds. The Philippe handlebars are swapped out as are the pedals but if your find the right Peugeot enthusiast it might be a very valuable bike indeed.
