Vintage Peugeot fix-up. Rust Spot Removal/Spray Painting?

Hello all,
I have a 1982 Peugeot grand sport, which I picked up on craigslist and I am trying to restore. The bike as a whole is great, but the paint is mediocre; it has plenty of chips and scratches. Where these imperfections are, the metal from the fame (or fork) can be seen and has rusted. Is there a way to remove these small rust spots, and then protect it? Would stripping all paint and spray painting it (primer, color, clear coat) be a good option? I hear mixed reviews, I'm going for longevity/durability here. I hear powdercoating is good, but I don't want to spend $100+ on a bike I paid $150 for, because I'm on a college budget. Thanks for any insight!
