This happens, but at least the OP has a shot. Also if he has a pump, he can possibly inflate without without having to replace a tube. It isn't perfect, but might be good for a commuter who has time or dress constraints and wants to avoid a tube replacement in the field.

I commute in pretty miserable weather, and as Murphy's Law has it get almost all my flats in the rain. That's why the commuter has big far 1.9" slick tires. There's enough air that I can make it training session and race home (or to work) before it's flat. Sometimes I'll pump every mile or two, but it's often a decent trade off to standing out there getting soaked while I change a tire.

BTW- of course I could use a sealant, but like others I find that a marginal solution.
