There is one problem though. One part of the seatbinder is broken. Previous owner drilled a hole thru the seat tube and seatpost to secure the seat. I would like to know if there is a way to fix it. Is welding an option? If yes, any idea how much it would cost? LBS said to drill another hole if I need to lower the seat. The bike was only $20 and I really like it. If the frame is not fixable, I might try to locate a replacement, though I do not know what other frames I could use.
Any ideas are welcome.

One has to wonder why you even bought that thing, when good ones go for $25 or less at garage sales and thrift stores. A reputable shop would have just chucked it in the recycle bin. A $20 turd won't get better by polishing it.
