This isn't necessarily true. I've encountered plenty of people who have bought an incorrectly sized bike just because the shop was trying to get it out the door.
This happened to me w/ my first mountain bike. I went in to buy a specific bike and the guy convinced me to buy one of last years models they had at a steep discount. Didn't realize until it was too late that the frame was too small for me, and he probably just wanted to get rid of old stock.
