1984 Trek 720

After a long search I've finally purchased a 1984 Trek 720. The only things missing are wheels, freewheel, and racks. The previous owner said that he used both 27" and 700c wheels. I'm leaning more towards a 700c or 650b wheelset. Here are the components of importance that came with the frame.

- Suntour Le Pree rear derailleur
- Simplex front derailleur
- Shimano XT half step crank
- Shimano BR MC70 canti brakes
- Suntour bar con shifters

I'm looking for suggestions on wheels and freewheel. Should I go with a complete set of new or mine CL and eBay for vintage parts to build myself (actually I'm no wheel builder so a friend will be helping me out with that)?

Thanks in advance for your input and suggestions
