Not necessarily. A store can afford to stock $10. tubes with various stem lengths because they are relatively inexpensive. Trying to stock ~$100. tubulars with various stem lengths becomes very expensive. They would likely stock the most common length -- which may or may not be what you need. Better to have a standard length with inexpensive stem extensions for the deeper rims.
