Why not some sort of luggage set which can be clicked together into one unit, with wheels and handle, for air travel and ease of transport off the bicycle ... which can then be detached into individual pieces and attached to the rack of a bicycle?
the enterprising people on Taiwan that already make so much of the stuff for the bike industry ,
would certainly produce the things which a line of credit makes possible..
1 bag with rollers. and a frame for each bag, with sleeves to stack up on some folding
poles , like so much kabobs, would be one approach..
in the 70s Cannondale made panniers with a molded plastic frame.
that supported the back and top.

now there is probably redundancy in those stiff straight poles, required, to haul around..
and light flexible poles for one's tent. so breaking poles A,
wont disable your shelter in a storm, B.
