I guess the best way to cut it would be a pipe cutter folowed by a file,
but everybody should have a hacksaw in their toolbox.
This is how I've done it. Seatposts are very thick compared to copper plumbing pipe, but just keep taking small bites and it works fine. The cutter produces a very slight flare on either side of the cut, so the file is essential.
