For my taste, it depends on the tape. For modern eg. Fizik tape I'd just use the plugs that come with. Caveat: some Cinelli tape I've bought has come with cheap looking pseudo-chrome plugs; those I won't use. For cloth tape I would use Velox plugs.

Or you could avoid these wrenching decisions altogether by using bar end shifters.
