You're misleading yourself if you think a Road Race is necessarily safer than a Criterium.
When crashes happen in RRs, they can go big.
What makes a crit 'dangerous' is the corners. Every rider (especially new racers) has a different idea of which line to take through the turn. That's a problem.
The most dangerous crashes, though, are those that happen while riding in a straight line. Usually the speed is higher, and you're usually focused on the wheel in front of you.
You're free to believe what you want, but it's all relative.
