That's an important question. Related to this: in some countries, such as Finland and Japan, theft is (used to be) very rare, and this is related to the sociologically pervasive feeling of shame before the community.
However, in Finland things went downhill in the last 10-15 years. I guess this is due to immigration from countries with a different social/cultural background. Note: I am an immigrant myself.
