I recommend anyone to hold off on Craigs until one gains a bit of bike knowledge and can know what to look for. I'd visit one of the LBS in the Bay area. You could probably get set up with a solid used bike in your price range that's the right size.
In a college town there is no bike under the theft radar, they steal them just to get from one place to another.
I would look for a Varsity, Raleigh Grand Prix or somthing like that for around the 100 dollar range.
