As of 1997, 33% of USA land area was forest land - you need a bivy, tarp or tent in the other 67% of the country (and mosquito netting everywhere):

It appears that the word "forest" is confusing you to an illogical conclusion. Just because all forests contain trees, it does not follow that an area not considered a forest is barren of trees.
