Very nice, definitely not a US model, and is a bit more pragmatic, in some ways.
Less chrome to worry about pitting.
More horizontal dropouts for more flexibility in components
Infinity tubing, perhaps due to it's size.
I'm wondering if some of the choices were to keep the costs down. The modern decals seem to support some of the last productions; perhaps the differences from the US models reflected their market experience.
Very interesting decal treatment of Cen Turion on the seat tube.
I think that will build into an extremely capable tourer, worthy of some good components. You really got a good deal, as current frames with those features (Soma Saga, Surly LHT, etc) cost a lot more and aren't that much better, if at all.
I'd put a solid road group, probably with bar ends on it, for commuting. For touring, though, I'd find a 3x7 RSX STI group and bolt it right on, then find a decent pair of polished cantilever brakes. For a single speed, just build it tough, I guess.
