I find CR-18's to be of very good quality, and they cost less than just about every new rim. But they're on the heavy side, which is fair for an inexpensive rim.
Rims are one of the most expensive things on a bike compared with their life expectancy. Bill's point is a fair one, but it depends on how much time you want to devote to searching and how many used bikes are available near you.
28" may be the proper term in Croatia, but we never use the term here, though I know Europeans do (or did). 622mm rims are smaller than 27" rims, so 28" sounds like a really strange name. In the US, we normally call them 700c.
