I think I was very specific about the rim size and tires that should be fitted in the earlier posts.

True, but what we call them here --or what they call them in China, for that matter-- is not relevant. Branimir is in Croatia and will most likely be buying his rims in Croatia. If they're called 28" there, then that's what he should call them.
As for the width, whether 700x23, 700x25, 700x28, these measurements refer to the tires. If you are restricted to thinner tires, you may as well stick to thinner rims such as the Sun M13 but in general there's not much difference in the width of different rims.
As for the black stuff on some modern rims, well, you can remove it, if it comes to that! It is probably paint, rather than anodized aluminum.
I just assumed from the text you were refering to the tire width of 28. You can put almost any width 700x tire on most any 700x rim the limit as you know is simply frame clearance.
