to much for that bike, hard to tell maker without, better close ups or headbadge. those are probably 28'' wood or metal clad wheels and new tires are super expensive. i paid 400 for a complete bike something like that one but still had nice original paint. i would pay 100-125 no more.actually looking at it again, theres to much clearance between the tires and fenders for those to be original wheels. just a guess.
