Piles of it in one place is different than a few organic materials here and there that will degrade and feed the plants.
Piles of it on a lawn is different than more or less hidden in brush and trees beside trails. I do not throw papers and other obvious litter on the ground while walking on the trails in the woods near my house. A banana peel off in the trees is not a big deal.
