If you go back in 'era's', say to the 30's, you might find more frames with shorter seat tubes and longer top tubes but you my not like the gearing options you are probably looking for. I think the mountain bike frame option is a possibility too.

I don't envy you though as I tried to find a frame for my daughter so she could commute but was unsuccessful. She gave up the urge to ride to work before I could find a suitable frame.
