The information that road bikes can be set with a lower seat and a higher handle bars is quite interesting and new to me. Does this apply to a specific type of road bikes, or do all of them come with this possibility?

Is the $1,000 a decent range or would I only find inferior bikes at this range?
You can set up any road bike with higher bars and lower seat. The Europeans set up there tour bikes like that.A road bike does not have to be set up like a race bike.Be comfortable and get lots of miles in and you will decide on a set up for you,it may be more traditional later. You may not think you can ever do this, but the sensation of standing like the pro's and riding in the drops is wonderful! and yes you can do that
