I had always heard that high flange hubs were used back when spokes weren't as good as they are now (say, late '70s/early '80s when DT Swiss, etc. became available), and the theory was that the shorter spokes for high flange were less prone to breakage. Don't know if that holds water or not, but that was what I had heard.
