So you're going off the word of the hardware store dude using an imperial/SAE bolt? common threading indeed...

A 5/16" bolt "may" work on a frame boss but that doesn't mean it'll be ideal. Bike hardware is usually metric, brake studs usually M10. Get the brake stud from Paragon Machine (older version), thread it into the frame boss and continue the bike build.
