I never have had any problem with my glasses fogging up winter or summer to include 6 years of all year bike commuting in Philadelphia in the 70's, your area. But then I never wear a helmet.
When the temperature approaches 0° F I do use a scarf over my mouth carefully placed to avoid fogging, as well as my hoody head covering. I did have a problem once at -15° F when my handlebar mounted mirror fogged up from the vapors coming from my mittens.
Interesting. I have problems with my glasses fogging up in the summer with the high humidity. Also in the winter if I stop at a light. I try to breath downwards but that didnt help much. Fog up when I were the face mask too. When it is foggy I find it easier to go without glasses and when it rains, the same thing.
