Small wheels like that usually are not very stable when being dragged behind a bike, it COULD be done but I would not recommend it. A cheap option would be something like this 535 Wald basket. It attaches like a rear rack.

Actually, I don't think the bag would fit in there.
It would fit into this though. I just think that much weight would be hard to maneuver up front. Wonder if I could put that on the back? I'll have to try the bungee cord technique. Wow, didn't realize the bag weighed over 8 pounds, either. Yikes.
