Sorry, didn't see this until now.
I removed everything off the frame. The drying time is a day or two.
BTY, there is a product called Extend that your local hardware store will have that can be used to neutralize rust and actually turn it into a rust preventative barrier. Better life through chemistry. There are other competing products also. Check out similar products at NAPA Auto stores.
I plan do my other two steel bikes with the metal preparation first, and then followed by the frame saver.
Also BTY, none of the LBS in my area carry Frame Saver, but I found the same product at NAPA in their marine department. Different name, but same intended use, same instructions, same smell, and same consistency. And same price. FWIW.
