I can't find anything in NYS V and T law. I'm retired LEO. NYC may have a city ordinance. There are also laws against loud exhaust pipes, but that hasn't stopped over 90% of HD from changing their pipes. Loud pipes saved me more than once! I don't see any problems unless you're going to be obnoxious using it. A quick beep is all it takes.
