Those were low end bikes and no one is making decals for lower end bikes especially low demand lower end bikes. However you could get a set made but they will probably end up costing around $250 to have someone take pictures and then custom make vinyl decals off a computer. The bike isn't worth it. If the decals are ok, you could mask them off and use a 1000 grit sand paper and rough up the paint then use a airbrush to repaint the bike, and if your really good with an airbrush you could paint the decals back on.

Personally I wouldn't bother unless you're bored and need a project to do by yourself and not farming it out. I would at the most get the rust off till the shiny metal comes through then touch up with black paint.
