If so, when you need to stop quickly, put a moderate amount of pressure on the rear and progressively (but quickly) feed in brake on the front. You'll hear the rear breaking free and your ass will start moving to your side (in some situations) when the rear is lifting. At this point, ease up on the front just a touch and your golden. If this doesn't stop you fast enough, then you need to find an escape route. Same as in a car, if I come around a bend and there are cars stopped I get the tires just about to lock up and if I don't think I'll stop fast enough, pull onto the shoulder/side street/etc. while letting off the brakes.

Apply both brakes. If the rear wheel starts to skid or lift, ease up a bit on the front brake. That is the fastest way to stop a bike as taught by the League of American Bicyclists and IPMBA. Demo quick stop video from IPMBA at: http://www.youtube.com/watch?v=z820UnNKVHc
