It's partially from the days when car tires used inner tubes. The talc coating would keep the tube from adhering to the tire which could lead to a blowout. I talc mine simply because it does work to keep the tube from sticking to the tire which helps speed tire swaps and flat repairs. It's also common to use talc when using tubular tires
