For someone with a ~34+" inseam might be a great place to start. If a noob went to an LBS and said "hey, I'd like to learn about how to build up my own bike" any LBS worth their salt should be giving them advice or sending them to roadies who will more than help out. It's what I'd do. If that LBS blows you off, find another. Better yet...join a bike club.

There are those that never want to go all zen on bike building..that's fine we should encourage them to be active cyclists. Then there are those who do and we should be encouraging them as future roadies.
