Is it possible that it's not the wheel but the brakes? My better half was having a problem with one of the front brake blocks from his V-brakes rubbing on the rim and no amount of adjusting seemed to fix it. Finally he took it to a local shop and they replaced the springs in the calipers. No more rubbing.
