Not when gas pipes was the most common frame material used, it wasn't. It was a different time then

Flipping the fork in reverse, and rotating the drop bars so they are upside down, ends towards the front(higher handle bar height) was a common practice within an ethnic group in my home town

It's still common to see this practice in effect in this day and age.
