That point alone should disqualify it as a worthwhile purchase. Steel rims give poor stopping power in dry conditions and are all but suicidal in wet weather. And, no, there are no brake pads available that will compensate for this.
If the bike has aluminum (aka alloy) rims, it's worth the price they are asking assuming nothing else major is wrong.
