New Wheels for Beginner

Hi everyone. Some specifics about me, then the wheels I am looking at.
5-7, 130 pounds, gonna grow to about 160 max.
Junior in 17-18 race age.
First serious racing season, did like two races last year and flubbed both.
First serious racing bike, got quit a bit of cash.
Lean, but can lose about 5 pounds if i tried hard.
Looking to spend as much money as I need for a good wheel at my level.
Road only riding, no XC, Dirt, MTB.

Wheels:
Zipp 101 Clincher
Zipp 303 Clincher
Williams WS 30
Williams WS 50
Mavic Cosmic Carbone SL
Easton EC 70SL

My dad wants me to research wheels before I make a commitment. What sorta wheels do I need to be competitive at a Cat 4 Level? Which one of these is the best wheel for the dollar?
