it's a leg band reflecto-thingy for in case I get caught out in the fading evening light. You can't see it but there's also a tail light and headlight on the bike, and you can see some of the reflecto-tape on the R spokes.

And yes, this is how I started many many races this year. Sometimes I remember to pull all the stuff off before the race but mostly I just leave it on there.
