Most levers you can run a screw through the cable tunnel-way to the rear of the brake clamp, thread a nut onto the end of the screw and lock the lever in place.

Others have spring actuation so they stay in place by themselves. My brakes are like this, they still rattled a bit over bumps so I shoved a chunk of eraser into the mechanism and now they stay quite and in place.
