Now if you are saying to not go below 28 for comfort or something like that, than fine but in terms of function, there is no reason he can't put 23mm tires on that bike.

I mounted a 23MM tire on a 21MM internal width back up rim just for grins and the outer width of the rim is wider than the tire.
Lean hard in a turn and you'd risk the rim bead hitting pavement.
