Let me re-state that, I aim 1 of them dead ahead. Not really with the intention of being annoying. Just an attention getter. That being said, these lights are not bright enough to endanger or annoy. Especially when you consider the luminosity of today's headlights on most automobiles.
You might have said that you aim for the eyes, but others here have clearly stated that they aim their light(s) down towards the road. With the possible exception of my helmet light. Mine are pointed in at least a downward fashion.

And as I've said before the only complaint that I've gotten concerning my lights was from one woman who was ironically walking at the time. And she said that she thought that drivers would find it/them obnoxious. Everyone else has complimented me on my lights.

Just yesterday while I was out taking the lane, I had a motorcyclist ride abreast of me and compliment me on at least my vest as well as telling me that he thought that I should "own a part of the road."
