Only pre-50's ladies Raleighs had forks like that. Granted they could be aftermarket.
Every Raleigh I've seen had a derailleur hanger on it and the mudguard eyelets were lower on the dropout.

I have no suggestion on what it is, but if the forks are original and with the stamped dropouts, I'd say it's nothing special. That's not saying you can't ride the hell out of it and enjoy yourself in the meantime!

*edit - And a Raleigh would have three small holes for the badge in the headtube in a triangle pattern.
