I commute in the rain all winter. You wear rain pants ($100) and booties ($40), in addition to the rain jacket. Light gloves too, although that is more for warmth than rain. I wear a baseball cap under my vented helmet, some use helmet covers. I stay dry, even in heavy rain. People in the elevators will ask "oh! how do you ride in all that rain" and I tell them that, wearing this kit, I could go stand in a shower. Rain on the face - that doesn't bother me, you are outside after all, but you could wear a balaclava or neoprene face mask. I don't unless it is pretty cold.
