Both. I remember using stock Shimano pads that came with my 5600 105 calipers on a windy/rainy century and grinding my pads down a ton in a single ride. I switched to swissstop green after that and haven't looked back, far superior braking performance. You'll still get crud on your rims, but your braking will be better.
