Not arguing, just offering another alternative. I have an older Schwinn Super Le Tour which might get drum/650b treatment.
The drum brake treatment works just as well with 26", the beauty of drums is that rim size becomes irrelavent as long as the cranks clear the ground, and the total rim+tire clears the frame, anything goes.

On a Schwinn World Sport, the frame clears 47mm tires on 26" rims, the same tires are the largest that can fit a Raleigh Sports, and the overall diameter is the same as the cheaper 26 x 1 3/8 tires available.
