Yeah — 48 does not give you much of a break — I would guess for criterium racing on the flat with a close ratio cluster. I don't claim any athletic status as a cyclist, but I am happy most of the time with 52/39 on 14-28T. Finding RD's to change on that combo is not difficult. If the OP wants to go with 52/42 on his 38T "perfect", I think that he needs to think about finding a SunTour Xc MTB RD. Nice piece of gear and not too heavy.
