What kind of wheels are currently on the bike? It's difficult to answer your question without knowing what is on the bike. I think I would bring the bike to your LBS and ask them what options are for inexpensive wheel replacement. They will also have an estimate for getting the bike in good working order. Why not take the bike and join the co-op you were going to donate the bike to? Learning basic bike maintenance is a valuable skill.
