My apartment has racks, but they're mounted to the wall and I just can't lift my bike up there. My solution was to get a giant cable (8 ft) and lock my bike to one of the concrete support pillars. So far nobody's complained.

I have also seen one of those pulley systems, though the one I saw looked like it was a long term storage solution. I wouldn't want to deal with it every day.
