i hear your arguments and agree with much of what you wrote. certainly reading hamilton's book was illuminating into the mindset of a doper, and basically how easily (relatively) these guys covered their tracks.
as you note, there are very few events where we can expect to be tested (i aspire to be tested one of these years!). we know that out of comp testing and biological passports are cost-prohibitive for amateurs.
putting cost aside for a moment, if people knew that testing (winners + random) was going to occur at every beer-league event and industrial park crit, as you said, do you think there would be any positive effect? i would think that maybe some dopers would dope less (i.e., they'll still dope in the off-season, but maybe not be willing to deal with the prospect of constant testing if they are racing march ->september), or perhaps they would choose to race less.
either way, is it a win for clean competition?
just thinking aloud. wish there was a solution to the problem.
