Actually, this a 3rd geneneration Hiret Allvit derailleur. It was introduced in 1969 and produced until Huret introduced the CPSC compliant version in 1976. It used toothless pulleys during it's entire production run. However, Huret did used toothed pulleys on the long cage Super Allvit, so maybe that is waht Metacortes is recalling. The Huret pulleys of this era are notable for using a ball bearing and cone system, as opposed to the bushings used by most other manufacturers.

I agree with this being contract manufactured by Philips for Ranger and the bicycle being neither valuable nor collectible. I would not invest in a repaint, as it's doubtful you will recoup the investment. Persoannlt I'd just clesn it up, overhaul it and replace what's necessary.
