The symptoms you describe sound EXACTLY like the typical gumming up that shimano MTB shifters experience after a few years. The solution is almost always a WD40 flush. Wrap them in paper towels, put it outside, and apply WD40 to the mechanism inside. Work it around. You might have to re-apply every year or two.
